عفرين! .... الدولة القومية؟ أم دولة المواطنة والحقوق؟ .... ملاحظات سريعة

1- إجهاض الانتفاضة السورية

الانتفاضة الجماهيرية التي انطلقت في سوريا قبل سنوات أُخرجت من إطارها الجماهيري السلمي المناهض للدكتاتورية والمطالب بالحقوق والديمقراطية والعدالة الاجتماعية، بل أُجهضت وتحولت سوريا إلى ساحة فجة للصراعات الدولية والإقليمية، وبالأخص الصراع الأمريكي والروسي وحلفائهما، وخلق ذلك مآسي ودماراً كبيراً وهائلاً لمعظم سكان سوريا على مختلف الأصعدة.

2- الهجوم الوحشي التركي على عفرين

شهدنا في الأسابيع الماضية هجمات عسكرية وحشية كبيرة في سوريا، تركزت في منطقتين هما عفرين والغوطة الشرقية، وذهب ضحيتها عدد كبير من المدنيين، وخلقت أجواءً مأساوية في كافة النواحي لسكان تلك المناطق، من قبل الأطراف المتحاربة المستندة إلى أجندات محلية ودولية، سواء كان النظام الدكتاتوري الحاكم في سوريا أو حلفاؤه أو معارضوه، أو روسيا وأمريكا وتركيا والفصائل والمرتزقة المتحالفة معهم.

يحاول النظام التركي، قدر الإمكان، تعزيز نفوذه داخل سوريا المقسمة حالياً، من خلال قواته العسكرية بشكل مباشر، أو من خلال قوى المعارضة السورية القومية–الإسلامية الموالية له. وقد كان له دور كبير في تقوية دور قوى الإسلام السياسي الرجعي والقوى القومية المتطرفة في سوريا ودعمها عسكرياً ومادياً ولوجستياً.

خلال الأسابيع الماضية، شنت الماكينة العسكرية الوحشية للدولة التركية وحلفائها من المعارضة السورية هجوماً كبيراً على منطقة عفرين، من أجل انتزاعها من سيطرة قوات سوريا الديمقراطية المدعومة أمريكياً. واستطاعت القوات التركية وحلفاؤها، رغم بطولة قوات سوريا الديمقراطية وحلفائها في الدفاع ومحاولة صد الهجوم، احتلال مدينة عفرين والسيطرة عليها وعلى المناطق المحيطة بها، بعد معارك عنيفة وغير متكافئة، أدت إلى كارثة إنسانية، وقتل وموت آلاف المدنيين الأبرياء، وكذلك أعداد من أفراد القوات المتحاربة، وإلى موجة تشرد ونزوح كبيرة جداً بسبب أوضاع الحرب والصراع والعنف التي سادت المنطقة.

3- التضامن!

أعتقد أنه علينا، كيساريين وتقدميين، أن نستند إلى هويتنا الإنسانية والأممية في التضامن مع معاناة كافة المدنيين في سوريا جراء الدكتاتورية والحروب والصراع المسلح، الذي يدفع ثمنه الأبرياء بغض النظر عن العرق أو الدين أو الطائفة أو التوجه السياسي، سواء كان في عفرين أو الغوطة الشرقية أو الرقة أو دمشق... إلخ.

وحسب تقارير منظمات حقوق الإنسان الدولية، مارست كافة الأطراف المتحاربة في سوريا، سواء كانت في السلطة أو المعارضة، انتهاكات كبيرة لحقوق الإنسان، وبنسب مختلفة.

التضامن مع «عرق أو طائفة أو اتجاه سياسي» معين فقط، واعتبار قتلاها ضحايا وشهداء، في حين غض النظر عن الجرائم التي تُرتكب بحق مدنيي «الأعراق والطوائف والاتجاهات السياسية الأخرى»، وحتى، في أحيان كثيرة، اعتبارها أعمالاً بطولية لأنهم في معسكر «الأعداء»، هو برأيي تفكير لا إنساني وعنيف ومتعصب عرقياً وطائفياً، ويساهم في تعزيز التعصب والكراهية القومية والدينية في مجتمعاتنا.

4- المعركة في عفرين كانت غير متكافئة

كيساريين وتحرريين، لا بد أن نتعامل بعقلانية علمية، وندرس الظروف المحلية والإقليمية والدولية، وموازين القوى الطبقية، وقدراتنا من كافة الجوانب، وقدرات وقوة «أعدائنا»، والإمكانيات الواقعية لتحقيق الحلول والسياسات التي نطرحها وآلياتها، ونتجنب المشاركة بشكل مباشر أو غير مباشر في حروب قومية خاسرة ومدمرة، ونتجنب الترويج لها أو دعمها، حيث إنها لن تخلق غير المآسي الكبيرة للمدنيين، وكذلك خسائر كبيرة بشرياً واقتصادياً وسياسياً وعسكرياً لكل الأطراف.

الاستناد إلى العقلانية والواقعية ضروري جداً، وليس إلى «البطولات القومية» و«العزة القومية» و«مواجهة العدو القومي بكل السبل وإلى آخر طلقة!»... إلخ، التي لا تحقق النصر في المعارك العسكرية.

معركة عفرين كانت غير متكافئة عسكرياً على الإطلاق، حيث لا أرى من الصحيح الدخول في حرب تقليدية في مواجهة أحد أضخم جيوش العالم، والمجهز بالأسلحة الحديثة الفتاكة، وأحد أكبر أعضاء حلف الناتو. وكان من الأفضل للقوات الكردية الانسحاب من اليوم الأول للهجوم التركي، حيث كان واضحاً أنها صفقة تركية–روسية–أمريكية–إيرانية، وبمباركة النظام السوري، في مقابل إعادة سيطرته على الغوطة الشرقية.

5- حزب الاتحاد الديمقراطي أو واجهات ب-ك-ك في سوريا

حزب الاتحاد الديمقراطي (PYD) وملحقاته من قوات حماية الشعب وحماية المرأة... إلخ، هي أحد أهم الأقطاب الرئيسية للحركة القومية الكردية في سوريا، وتتبنى بشكل واضح أفكار عبد الله أوجلان، المستندة إلى فكر قومي يساري.

ولا أحد يستطيع إنكار الجوانب الإيجابية الكبيرة التي حققها حزب الاتحاد الديمقراطي في سوريا في مجال الحقوق المدنية وحقوق المرأة في المناطق التي يحكمها، مقارنة بالمناطق الأخرى في سوريا، ولا بد من دعمها. لكن بقي حزباً ذا صبغة قومية، ومستنداً إلى «عبادة الشخصية الأوجلانية»، واستبدادياً إقصائياً تجاه الأفكار والفصائل السياسية الأخرى.

وحسب تقارير منظمة العفو الدولية وهيومن رايتس ووتش، قامت السلطات التابعة للحزب بانتهاكات واسعة لحقوق الإنسان في المناطق الخاضعة لسيطرته في سوريا وفي مجالات مختلفة.

وأعتقد أن تجربة اليسار القومي الكردي من خلال حزب الاتحاد الديمقراطي وتوابعه في سوريا، مهما تطورت، فستكون بمستوى إصلاحات ذات صبغة يسارية ومدنية راديكالية، شبيهة بنظام حكم حزب البعث في العراق وسوريا في سبعينيات القرن المنصرم، والتي كانت إحدى أهم التجارب التاريخية لحكم اليسار القومي في الشرق الأوسط، وتحولت جميعها إلى أنظمة دكتاتورية–استبدادية فاسدة.

6- التوهم بالدول الكبرى، وبالأخص أمريكا

حزب الاتحاد الديمقراطي، من خلال «قوات سوريا الديمقراطية»، في تحالف وثيق جداً مع القوات الأمريكية في سوريا، ولهم تنسيق وعمل مشترك عسكرياً بشكل واسع، رغم أنه حزب قريب من حزب العمال الكردستاني–تركيا، الذي يصنف أمريكياً في خانة المنظمات الإرهابية.

أمريكا، كأكبر قوة رأسمالية، تدعم معظم الأنظمة الرجعية والعنصرية في العالم، ولم تكن يوماً ما في صف الشعوب المضطهدة والقيم الإنسانية والتحررية. إنها موجودة في سوريا فقط من أجل ضمان مصالحها الاستراتيجية في سوريا والمنطقة ومواجهة النفوذ الروسي.

وأعتقد أن تحالف أمريكا مع «قوات سوريا الديمقراطية» هو لسد فراغ ونقص أمريكي في عدم وجود قوات برية كبيرة لها على الأراضي السورية، من خلال القوات النظامية أو الشركات الأمنية، وبالتالي تعتمد على القوى العسكرية البشرية لـ«قوات سوريا الديمقراطية» في تنفيذ أجندتها داخل سوريا.

هذا التحالف مشابه لتحالف بعض أطراف المعارضة العراقية، من خلال «المؤتمر الوطني العراقي»، مع أمريكا سياسياً وعسكرياً قبيل إسقاط النظام البعثي الدكتاتوري في العراق. وأعتقد أنه تحالف وقتي هش ووفق المصالح الأمريكية، ويضفي الشرعية على التدخل الأمريكي وممارساته في سوريا، إضافة إلى أنه مساهمة في تجميل وجه أمريكا القبيح والكالح محلياً وإقليمياً وعالمياً.

أمريكا معروفة بالتخلي عن حلفائها عند انتهاء مهماتهم، أو عندما تتعارض مع أجندتها، كما حصل في عفرين، ولدينا أمثلة كثيرة أخرى. ومصالحها الاستراتيجية مع تركيا هي الأهم والأساس، والمسألة قضية وقت لا أكثر.

7- الدولة القومية؟ أم دولة المواطنة والحقوق؟

أعتقد أن التطور الفكري والمعرفي والحقوقي الكبير للبشرية، وسيادة ثقافة حقوق الإنسان والعدالة الاجتماعية والدولة المدنية التي تستند إلى الحقوق المتساوية والمواطنة، تتعارض الآن بشكل كبير مع الولاءات الإثنية والدينية ومفاهيم الحكم–الدولة القومية.

ونرى الآن أن معظم الدول القومية في الشرق الأوسط والعالم العربي تحولت إلى دكتاتوريات مستبدة تدير دولاً فاشلة عن طريق القمع والفساد، وعجزت عن توفير أدنى درجات المساواة والعدالة الاجتماعية لمواطنيها، حتى لمواطني «القومية الحاكمة!»، وتفتقد إلى أبسط مقومات الحكم الديمقراطي الرشيد.

وأنظمة دكتاتورية كالنظام البعثي القومي العروبي في سوريا هما مثال للدولة القومية الحاكمة، ودولة جنوب السودان وتجربة شبه الدولة في إقليم كردستان العراق، لحين مرحلة ما قبل الاستفتاء، هما مثال للدول القومية المتحررة والمستقلة حديثاً.

لذلك أرى أنه لا بد من المطالبة بتحييد دور الدين والقومية عن الدولة، وتقييد تشكيل أحزاب على أساس ديني أو قومي، والعمل والنضال من أجل دولة المواطنة الدستورية والعدالة الاجتماعية واحترام حقوق الإنسان والمساواة وسيادة القانون وفصل السلطات والخدمات، التي لا بد أن تكون أساس ومحور نضالنا الآن.

ومن خلالها تتحقق المساواة وضمان الحقوق القومية لكل القوميات والأديان، وليس التركيز على حشد الجماهير الكادحة على أساس قومي وإدخالهم في حروب وصراعات قومية وأزمات عميقة وتأجيج التعصب والكراهية القومية، من أجل بناء دول–أطر جديدة على أساس قومي، لن تكون في الأخير غير ممثلة لمصالح البرجوازيات القومية ولخدمة أهدافها.

Afrin! … The Nation-State or a Civic State of Citizenship and Rights? … Some Brief Reflections

1. The Aborted Syrian Uprising

The mass uprising that began in Syria years ago was removed from its peaceful popular framework opposing dictatorship and demanding rights, democracy, and social justice. Instead, it was aborted and Syria was transformed into a brutal arena for international and regional conflicts, particularly between the United States, Russia, and their respective allies. This created enormous human suffering and destruction for the majority of Syrians on every level.

2. The Brutal Turkish Attack on Afrin

In recent weeks, we have witnessed major and brutal military attacks in Syria, concentrated in two areas: Afrin and Eastern Ghouta. Large numbers of civilians were killed, while the inhabitants of these areas were subjected to tragic conditions created by the various parties involved in the war, each pursuing local or international agendas. These included the ruling dictatorship and its allies, its opponents, as well as Russia, the United States, Turkey, and the factions and mercenaries aligned with them.

The Turkish state has sought to strengthen its influence inside a Syria that is now deeply divided, either through direct military intervention or through nationalist-Islamist Syrian opposition forces loyal to Ankara. It has played a major role in strengthening and supporting reactionary political Islam and extremist nationalist forces in Syria, providing them with military, financial, and logistical assistance.

In recent weeks, the Turkish military and its allied Syrian opposition forces launched a major offensive against Afrin in an attempt to wrest it from the control of the US-backed Syrian Democratic Forces (SDF). Despite the courage of the SDF and its allies in defending the area and attempting to repel the offensive, Turkish forces and their allies succeeded in occupying and taking control of Afrin and its surrounding areas after fierce and highly unequal fighting.

The consequences were a humanitarian catastrophe, with thousands of innocent civilians and combatants killed, as well as a massive wave of displacement and forced migration caused by the war, conflict, and violence that engulfed the region.

3. Solidarity!

I believe that, as leftists and progressives, we must base our solidarity on our humanist and internationalist identity and stand with all civilians suffering as a result of dictatorship, war, and armed conflict in Syria. These wars are paid for by innocent people regardless of ethnicity, religion, sect, or political orientation—whether in Afrin, Eastern Ghouta, Raqqa, Damascus, or elsewhere.

According to reports by international human rights organizations, all parties to the Syrian conflict, whether in government or opposition, have committed serious human rights violations, albeit to varying degrees.

Solidarity with one particular “ethnic group, sect, or political tendency,” while considering only its dead to be victims and martyrs, while ignoring crimes committed against civilians belonging to other ethnicities, sects, or political tendencies—and, in many cases, even portraying such crimes as heroic acts simply because the victims belong to the “enemy camp”—is, in my view, an inhuman, violent, and ethnically and sectarianly chauvinist way of thinking. It contributes to deepening nationalist and religious hatred and intolerance in our societies.

4. The Battle of Afrin Was Unequal

As leftists and liberation-minded people, we must approach such situations with scientific rationality. We must study the local, regional, and international circumstances, the balance of class forces, our capabilities in all respects, the strength and capacities of our opponents, and the realistic possibilities for achieving the solutions and policies we advocate.

We must avoid directly or indirectly participating in destructive and unwinnable nationalist wars, and avoid promoting or supporting them. Such wars produce nothing except immense suffering for civilians, along with enormous human, economic, political, and military losses for all sides.

Rationality and realism are essential. We should not rely on “nationalist heroism,” “national pride,” or slogans such as “confront the national enemy by every means and fight to the last bullet!” Such approaches do not produce victory on the battlefield.

The battle of Afrin was militarily unequal in every respect. I do not believe it was right to enter a conventional war against one of the largest armies in the world, equipped with advanced and devastating weapons and belonging to one of NATO s major military powers.

In my view, the Kurdish forces should have withdrawn from the very first day of the Turkish offensive. It was clear that the operation was part of a Turkish-Russian-American-Iranian arrangement, with the approval of the Syrian government, in exchange for restoring its control over Eastern Ghouta.

5. The Democratic Union Party and PKK-linked Structures in Syria

The Democratic Union Party (PYD) and its affiliated forces, including the People s Protection Units (YPG) and Women s Protection Units (YPJ), are among the main pillars of the Kurdish nationalist movement in Syria. They openly embrace the ideas of Abdullah Öcalan, which are rooted in a form of left-wing nationalism.

No one can deny the significant positive developments achieved by the PYD in Syria in the areas of civil rights and women s rights in the territories under its control, particularly when compared with other parts of Syria. These achievements deserve support.

At the same time, however, the PYD remains a party with a nationalist character, based in part on a cult of personality surrounding Öcalan, and characterized by an authoritarian and exclusionary approach toward other political ideas and factions.

According to reports by Amnesty International and Human Rights Watch, authorities affiliated with the party have committed widespread human rights violations in areas under their control in Syria, in various fields.

I believe that the experience of Kurdish left nationalism through the PYD and its affiliated structures in Syria, regardless of how far it develops, is likely to remain at the level of radical left-wing and civic reforms resembling the rule of the Ba ath Party in Iraq and Syria during the 1970s. These were among the most important historical experiences of left nationalism in the Middle East, yet they ultimately developed into dictatorial, authoritarian, and corrupt regimes.

6. The Illusion of Relying on Great Powers, Particularly the United States

Through the Syrian Democratic Forces, the PYD has maintained a very close alliance with the US military in Syria, involving extensive military coordination and joint operations, despite its proximity to the Kurdistan Workers Party (PKK) in Turkey, which the United States classifies as a terrorist organization.

The United States, as the world s most powerful capitalist force, supports many reactionary and racist regimes around the world. It has never genuinely stood on the side of oppressed peoples or humanist and emancipatory values. Its presence in Syria is aimed at securing its strategic interests in Syria and the region and countering Russian influence.

I believe that the US alliance with the Syrian Democratic Forces is intended to compensate for Washington s lack of a large ground force on Syrian territory, whether through regular troops or private security companies. It therefore relies on the SDF s manpower to implement its agenda inside Syria.

This alliance resembles the political and military alliance formed by some Iraqi opposition forces, through the Iraqi National Congress, with the United States prior to the overthrow of the Ba athist dictatorship in Iraq.

In my view, this is a fragile and temporary alliance governed by US interests. It lends legitimacy to American intervention and its practices in Syria and contributes to presenting a more acceptable image of the United States locally, regionally, and internationally.

The United States is known for abandoning its allies once their missions have ended, or when they conflict with its own agenda, as happened in Afrin. There are many other examples. Its strategic interests with Turkey remain more important and fundamental, and it is ultimately a matter of time.

7. The Nation-State or a Civic State of Citizenship and Rights?

I believe that humanity s considerable intellectual, social, and legal development, together with the growing influence of human rights, social justice, and the concept of the civic state based on equal rights and citizenship, increasingly conflicts with ethnic and religious loyalties and with the concept of the nation-state.

Today, we can see that most nation-states in the Middle East and the Arab world have turned into authoritarian dictatorships governing failed states through repression and corruption. They have failed to provide even the minimum levels of equality and social justice for their citizens, including members of the “ruling nationality.” They also lack the most basic foundations of democratic and responsible governance.

The Ba athist Arab-nationalist dictatorship in Syria is an example of an established nation-state. South Sudan and the quasi-state experience of the Kurdistan Region of Iraq, prior to the referendum stage, are examples of recently “liberated and independent” nationalist state projects.

Therefore, I believe we must demand the neutralization of religion and nationalism in relation to the state, restrict the formation of political parties on religious or nationalist foundations, and work and struggle for a constitutional civic state based on social justice, respect for human rights, equality, the rule of law, separation of powers, and public services.

These principles must constitute the foundation and central focus of our struggle today. Through such a framework, equality and national rights for all ethnicities and religions can be guaranteed.

Our focus should not be on mobilizing working people along nationalist lines and drawing them into nationalist wars, conflicts, and profound crises, thereby fueling ethnic hatred and chauvinism in order to establish new states and political frameworks on a nationalist basis. Ultimately, such projects are unlikely to represent anything other than the interests of national bourgeoisies and the pursuit of their political and economic objectives.
