I agree with you that the designation ‘Central’ used in the naming of organizational structures like the ‘Central Committee’ of the communist parties like the Iraqi one is flawed since there is nothing central about it. The ‘Central Committee’ has no scientific, intellectual, political or ideological features or characteristics that privilege this organizational structure over other party structures. Additionally, the term ‘Central’ implies inevitably that other party structures are ‘peripheral’, that is, insignificant or non-essential, and hence the designation is improper.
The term ‘Central’ stifles the creativity and initiatives of non-central members of the party. Hence no wonder that the communist parties are scoring so low in their elections. The term ‘Central’ and the organizational structure ‘Central Committee’ are non-democratic designations, as you rightly say, and are ones derived from patriarchal hierarchies, as evidence by the great predominance of males in the membership of the ‘Central Committee’ and other structures like the Polite Bureau or the party Secretariat
