Urgent Message to the United States, Iran, China, Europe, and the Gulf:
The war between the United States and Iran in the Middle East poses a -dir-ect threat to global peace and regional stability. Continued conflict exacerbates military, economic, and political tensions, leads to successive humanitarian crises, and threatens global energy supply lines, impacting the international economy. Therefore, a comprehensive and just diplomatic solution represents the only way to avoid further losses. This solution can begin with a -dir-ect negotiation track under the auspices of neutral international bodies, including the United Nations, the European -union-, and major powers like Russia and China. Experts in politics, diplomacy, international law, economics, and energy should be invited to participate in creating a multi-level negotiation program that includes the nuclear issue, maritime straits, missiles, regional axes, and ongoing wars in the region. Clear and actionable steps should be outlined, with a specific timeline for each stage, to ensure mutual commitment.
Regarding the nuclear issue, an innovative solution can be proposed that guarantees nuclear security for the United States and Iran’s right to use nuclear energy for peaceful purposes. Iran should allow the International Atomic Energy Agency (IAEA) to have full oversight over its nuclear program, even if it has been almost completely destroyed. Oversight should involve scientists and experts from various countries to ensure transparency and credibility, which will give the United States reassurance that Iran will not use the nuclear program to develop weapons. Meanwhile, Iran will receive guarantees to pursue-limit-ed and closely monitored nuclear activities for peaceful purposes, such as energy production and scientific and practical research. Mechanisms for daily, monthly, and yearly inspections, along with periodic reports to a joint committee involving representatives from the participating countries and the international organization, should be established. This should be accompanied by a training program for Iranian scientists in collaboration with international experts to enhance technical capabilities. Additionally, there should be regular reviews of nuclear commitments every six months to ensure progress and transparency.
Regarding the Strait of Hormuz, an economic-diplomatic agreement can be reached in which Iran shares the profits from fees imposed on ships passing through the strait with the United States. This may be acceptable to the Trump administration, as it focuses on commercial calculations and economic deals. In exchange, the United States should immediately release Iranian frozen funds and gradually lift the economic blockade, setting a timeline with clear steps to stabilize the Iranian economy, prevent humanitarian crises, and enable global companies to invest within a transparent international legal framework. Furthermore, an international monitoring system should be put in place to ensure the safety of maritime navigation and prevent any violation of the agreement. The agreement should include protocols for resolving any maritime disputes promptly.
As for the missile issue, it is Iran s legitimate right to maintain military balance and defend its sovereignty and security. Transparent monitoring mechanisms can be established that set clear-limit-s on missile ranges, ensuring no threat to neighboring countries, under agreed-upon international supervision. This would reassure all parties and guarantee the United States that the missile program is purely defensive, even if it includes long-range capabilities. There could also be a plan to provide regular reports on tests and developments, as well as a mechanism for continuous military dialogue to exchange military information and reduce military misunderstandings.
Regarding the Axis of Resistance, this issue can be postponed to the future. Once Iran feels complete security and is not exposed to any external aggression, there will be no need for military support of the axis. A long-term confidence-building plan should be developed that transforms military support into economic and social support for conflict areas, contributing to reducing violence and regional tensions. This plan should include joint development programs for infrastructure, education, and healthcare.
All parties should also commit to ending the current wars in the Middle East and immediately negotiate comprehensive political solutions for all conflicts, including those in Syria, Yemen, Lebanon, Palestine, and Iraq. International follow-up mechanisms should be put in place, involving representatives from the United Nations, major countries, and regional organizations to monitor implementation and resolve conflicts peacefully and promptly. I believe that China should immediately call for an international conference on its territory to discuss this dangerous crisis, inviting representatives from the United Nations, the European -union-, and some Arab countries, even without the presence of the warring parties, and come up with suitable, actionable decisions and solutions.
The solution should also focus on building trust between nations and encouraging international cooperation in the fields of energy, infrastructure, technology, education, and healthcare, ensuring that all parties feel reassured and committed to agreements without fear of rights violations. The agreement must include specific plans for economic and environmental cooperation and the exchange of scientific and technological expertise to achieve sustainable development in the region, which requires deterring the Zionist entity and halting its actions.
This multi-party, phased approach ensures that the agreement is just and sustainable, creating a stable environment for the development of U.S.-Iran relations. It will allow the region to move away from cycles of violence and conflict, serving as a model for the world in resolving international disputes through peaceful means and constructive negotiations, away from wars and foreign interventions. This approach will protect the interests of both sides, ensure regional and global security, put an end to tensions, and enhance opportunities for economic, political, and cultural cooperation between peoples. It will contribute to the prosperity of the Middle East and the world, marking the beginning of a new phase of lasting peace and sustainable stability based on justice and mutual interests. It should include building joint institutions for cooperation between the parties, with a detailed follow-up plan every three months and an annual evaluation to ensure commitment and effective implementation.
Additionally, executive timelines should be added for each clause, including monthly monitoring of nuclear activities, activating joint economic activities in the Strait of Hormuz, providing military and technical reports, and following up on Iran and U.S. commitments to ensure the continuity of the agreement. The agreement should be reviewed and updated annually in line with regional and international developments, providing opportunities for continuous dialogue between the parties and creating a long-term strategic partnership based on cooperation rather than conflict.
